Funding

The Anglican Schools Commission (Inc.) (ASC) is a separately incorporated entity governed by a Board. 

The ASC relies on recurrent and capital funding from the Commonwealth and State Governments, as well as tuition fees and donations from generous benefactors to establish and operate schools in Western Australia, New South Wales and Victoria.

All West Australian schools operate under one of two ASC enterprise agreements (support staff and teachers). They receive recurrent and capital funding from the Commonwealth and the Western Australian Government.

Trinity Anglican College’s Albury campus operates under the New South Wales’ Association of Independent Schools Multi Enterprise Agreement and receives recurrent and capital funding from the Commonwealth and the New South Wales Government.

Cathedral College Wangaratta and Cobram Anglican Grammar School operate under the ASC’s Victorian agreement. Both schools receive recurrent and capital funding from the Commonwealth and Victorian Government.

Distribution of Commonwealth Recurrent Funding

The Anglican Schools Commission (ASC) is the Commonwealth Approved System Authority for The Anglican Schools Commission (Inc.) (ASC).

The ASC distributes Commonwealth recurrent funding to each of its 14 schools in accordance with the amounts calculated by the Department of Education under Section 78(4) of the Australian Education Act 2013 (the Act). This distribution is based on the Commonwealth’s allocation and includes:

  • Loadings for disadvantage.
  • SRS amount per student specified for each primary and secondary school.

The Commonwealth calculates individual schools’ recurrent grant funding entitlements in accordance with Section 78(5) of the Act. In 2020 DESE disaggregated the transitional percentage of ASC schools’ entitlements as they move towards their eventual entitlement of SRS from 2029. At the same time changes were made by the Commonwealth to the method of calculation of families’ ‘Capacity to Contribute’ to fees. Accordingly the ASC will re-distribute a small proportion of calculated recurrent grant funding between its schools, to assist schools in the transition to funding under the new method of calculation of ‘Capacity to Contribute.’ In 2020, the redistributed figure amounts to less than 1% of the System’s aggregate base funding.

This is a transitional arrangement, introduced to ensure that no school is inordinately disadvantaged from changes to the funding model.  It is proposed that all recurrent funding be distributed in accordance with Section 78(4) of the Act from 2029. 2% of all Commonwealth funding is retained for System administration of school support.
